It seems that you do get a command window that opens and
prints out some information when you double click on the
.ly file. It would be very helpful for us if you could send
a copy of the text printed out in that window. If you right click
on the top bar of the command window, select properties, click on
Quick Edit Mode and OK, you should be able to copy text from the
window by marking it and pressing enter. Then you can paste the
text into a mail.
I don't understand why you couldn't run the bug reporting utility.
Since the command shell can fill in file names, it should be
enough to type in
sh -x /usr/bin/bug
and then press TAB to fill in the full name of the file (reduces the
risk for spelling mistakes).
If you still get "No such file or directory", run the following command
and send the resulting file log.txt in an email to this mailing list:
cygcheck -s >& log.txt
