Problem with LilyPond installation on Windows 2000

Dear Lilypond bug hunters:

I successfully installed LilyPond for Windows on one computer, which had 
Windows XP Professional, but it fails on Windows 2000 Professional. I installed 
the Cygwin components (into a directory that now has 500 mb of space consumed). 
But when I run LilyPond against the test.ly file, it fails with the following 
message in the test.log file:
