The accordion symbols were added very early during the LilyPond
development, but it seems that nobody has used them for several
years (at least as can be judged from the mailing lists), so they
have not been actively supported. The file you found is a remainder
from that period that happens to have survived, but as far as I can
see, several other parts are missing in the implementation, so you
will probably have to use \markup to typeset these symbols for the
moment.
Also, these accordion symbols don't have the same typographical quality
as the rest of the of the LilyPond font, so there have been plans to
remove them completely.
