It's the "Font/" directory containing the Ghostscript (URW) fonts.
Adding this directory to a 2.13.13 GUB installer fixes the problem.
Hmm, and this directory is 3.5MB in size. It's not the largest one in
Resource/ though. Here are the sizes:
11M CMap/
20K ColorSpace/
160K Decoding/
12K Encoding/
3.5M Font/
1.3M Init/
20K SubstCID/
Since we've been shipping Ghostscript with these fonts, and Windows
users typically don't have them installed by default, we should
probably add back at least the Font/ directory.
I don't know about the technical details, but it looks like the CMap/
directory contains Postscript data for CID fonts, so it's possible
that CID fonts would no longer be converted correctly from PS->PDF.
