I don't think we want that.

I updated the fixed version number to the earliest supported LilyPond
version a while ago, which is 2.7.38.  Why require a newer version
of LilyPond when it runs fine with older versions?

Having said that, the latest midi2ly version inserts the new
Completion_rest_engraver, so the hardcoded version should be
updated to 2.13.53, probably.
