This behaviour is documented in the NR:
http://kainhofer.com/~lilypond/Documentation/notation/writing-parts.html#formatting-cue-notes

"In the above example, the Voice context had to be explicitly declared, or else the entire music expression would belong to the CueVoice context."

Unfortunately, it appears that the section was reorganized and that sentence is no longer below the example it refers to. That sentence should be moved below the following example.

So I think that this is not a bug, rather a known and documented limitation (of the automatic voice creation). However, the documentation is currently broken, so I'm moving this to a documentation bug.
