Make bin was one I added very recently. It _only_ checks for
changes in the lily directory, so will _only_ work after make, and
if the sole changes are in that directory.
Yes, but I think David's bug report is valid and should be added
to the tracker. I'm not saying that I know exactly how to fix it,
and I'm certainly not saying that you need to work on it yourself,
but it should go into the system.
