Well, yes, but probably only that extra semicolon.

The LilyPond installer adds the ; at the beginning as well.  
I installed a second version, and PATH was 
  C:\Program Files\LilyPond\usr\bin;;C:\Program Files\LilyPondNew\usr\bin
with two semicolons.
