I wish I looked at that file before starting this thread. Even though Unicode symbols are international, the note names are not. The English B is not the same as the German B. So "B flat" is ambiguous no matter how we write it :(
As for the universal notation for include files, it looks like it should be done with "ly:make-pitch".
