127 is the typical error code for executable not found.  Does your
platform's /bin/sh (or whatever system(3) uses) have a kill builtin?  At
any rate, you can safely ignore this testsuite failure - it means that m4
got a different error code than what it expected, but the unexpected error
code comes from an external app and not m4 (syscmd is inherently
unportable, because of the difference in system(3) behavior across platforms).
