apt-get install automake-1.7

If you want all of the thinsg that mailutils in Debian is built with,
apt-get build-dep mailutils will get them to you (but I don't think we
re-build the build environment, so you'd still need automake-1.7 anyway)

If you have other conflicts, it's other useful to make sure that
autoconf2.13 is not installed (although I usually only see those
problems when I'm playing with glibc)
