I would say, at this point in time, that both should have a version,
(on the mailutils side, we will work in provide a version of movemail,
probably the same code).
When mailutils package will be more widespread/known then we could
remove the ownership of movemail from Emacs.

Mailutils is still in 0.x releases(getting better 'tough, thanks to
Sergey, jeff etc ..) so it would be, in my opinion, premature to
do this kind of move.
