Yes, I have introduced it a couple of month ago. The amount of spam
has recently become so unsupportable that even maintain.texi now
contains a paragraph advising to defer any messages not coming
from the list subscribers...

Sorry I didn't noticed this earlier. I usually process the moderated
messages in the evening (GMT+2); moderating 7 lists takes quite a
while...
I have Rich's address to the list of users whose postings are not
moderated.

On the initial import only. One needs root privileges on the CVS
server to change them afterwards.
