Well, I used the file: notation in the url and a complete path name.
Your invocation (./testsieve mbox:test.mbox filters.sieve) causes a
segfault immediately either with file: or mbox:. If I use a full path
in the url, the mbox: works OK, while the file: segfaults.
Hope this helps, however should I download a nightly snapshot?
