Sorry, I thought that the -m <message> option to cvs was for the Changelog.
Is the following procedure then needed:
Step 1: Use cvs to Change the cvs file, mailutils/ChangeLog
Step 2: Then in a separate cvs invocation to commit the file changed
If I leave -m msg off emacs will be invoked, but doing a C-x C-s and C-x C-c to
quite didn't seem to do anyghing. I am not familiar with cvs mode yet, and
will have to study it.

I will correct that now.
I remember you mentioned that:

and will learn about using it.
