PVCS to GNU

Hello,

I am transforming PVCS-make to GNU-make scripts on AIX, and I am asking for
the option -all.
This option disables the make mechanisms and allows to rebuild all targets
without touching.

My question:
Is it possible to add this option to GNU-make?

P.S.
-all        The -all Flag forces the pvcs-make to build all targets without
comparing any timestamp.
