Doh!  One thing goes wrong and I forget how to read. :-(

Okay, I've got a make 3.81beta1 now.  Here's how I did it:

        cvs co make
*       touch README
*       touch build.sh.in
        autoreconf -i -s
*       make DEP_FILES=/dev/null
        make check
        make install

The lines with asterisks are the unusual ones.  I needed to define
DEP_FILES because of this rule:

  .dep_segment: Makefile.am maintMakefile $(DEP_FILES)
        cat $(DEP_FILES) \
          | sed -e '/^[^:]*\.[ch] *:/d' \
                -e 's, /usr/[^ ]*,,g' \
                -e 's, $(srcdir)/, ,g' \
                -e '/^ \\$$/d' \
          > $@

For my build DEP_FILES was empty so the cat hung.
