This has already been fixed.
Try the latest beta:
ftp://alpha.gnu.org/gnu/make/make-3.81beta4.tar.gz

No. Many special characters will cause make to invoke a shell. For
example, double-quotes ("). Until you can get the fixed version you can
use something like this as a workaround:
all: ; ! test -w "/"
to force make to run a shell.
