In something as mature as GNU Make, I don't feel all that
comfortable making changes to the include path, since it
a) is a departure from Make everywhere else
b) the path could (though unlikely) be used by something the user has
installed already
c) upstream might decide to use a different solution.
Given that, I am going to just send this as a wishlist bug
upstream, and see what happens
