AFAIU, the manual, being a reference manual, is just a description of the
current behaviours and semantics of the GNU make program.  It does not and
should not describe how GNU make changed through the years.  For that, there
is the NEWS file (which seems very clear and comprehensive in the case of
GNU make).

But the 3.81 -> 3.82 bump represents a new major release.  A new point
release would have been something like "3.81.1".
