Summary: Set CFLAGS to “-O 1” with .POSIX target
                 Project: make

                Severity: 3 - Normal
              Item Group: Bug
                  Status: None
                 Privacy: Public
             Assigned to: None
             Open/Closed: Open
         Discussion Lock: Any
       Component Version: None
        Operating System: POSIX-Based
           Fixed Release: None
           Triage Status: None

The POSIX standard for make[1] specifies that the default CFLAGS should be
“-O 1” but GNU make currently defines “-O” (which is not portable and
can break c99).
