Follow-up Comment #2:

I'm not sure I understand this bug report.  The default behavior of GNU make
contains no settings for CFLAGS at all:

$ make -p -f /dev/null | grep CFLAGS
make: *** No targets.  Stop.

$ make -pf/dev/null | grep .-O
make: *** No targets.  Stop.

If "-O" is appearing in your CFLAGS, it's not make that's adding it.

If you can provide further details about what make is doing wrong I'm happy to
reopen this issue.
