You need a version of texi2dvi which supports the --build-dir option,
texinfo package version 4.9 or above. The error message is misleading,
the problem is your texi2dvi version does not support the --build-dir option
but the texi2dvi error message is reporting a problem with the -o option. I
was using automake-1.13 and texinfo-4.8 when I came across the
problem.
