[Bug-moe] Version 0.7-rc1 of GNU Moe released

Version 0.7-rc1 of GNU Moe is ready for testing here

Changes in this version:

  * Added a menu of `buffer_handles'.
  * Added a new chapter (Basic concepts) to the info file.
  * Integrated new argument parser from ocrad.
  * Added a buffer around `getch()' to speed up pastes.
  * Improved efficiency of `append_record' for consecutive overwrites.
  * Improved efficiency of replaces, especially consecutive ones.
  * `reformat paragraph' may now be interrupted with Control-c.
  * `F2' and `F3' now serve as their own abort keys.
  * Space also selects item in menus.
