Parted 1.2.11-pre2

Hi all,

1.2.11-pre1 is a completely broken.  And I'm scared of 1.2.10.
(1.2.9 has no problems, all the problems were introduced in
1.2.10-pre3)  So, I really hope I've fixed everything now...
please test...

I'll be making this 1.2.11 ASAP, if there are no problems.

Changes:
* fixed more bugs with metadata allocation - should be right now...
* fixed a bug in the fat code - now works with small partitions
* fixed a bug in fat_create() - was allocating the wrong size FAT table.
* added more sanity checks - and attached them to _disk_{push|pop}_update_mode()
