locked checkout of same file in multiple directories

I have several directories linked to a central RCS repository.  I am able
to do a locked checkout of a file in one directory followed by a locked
checkout of the same file in another directory.  Obviously, this causes
problems when checking the file back in.  Is this an RCS bug, or just a
shortcoming?  Is there a workaround?
