win 2000 ci/co problem

Hi.  I am attempting to use RCS on windows 2000 for the first time.
 
I installed the execs on an nt server, set path and envs, everything seems ok there.
 
The problem I am having is checking in and out a file that is on an NFS file system. 
When I perform a co or co -u, the file comes out writeable.
 
similarly if I co -l (and am supposed to get a writeable file), modify then ci -u, I still end up with a writeable file.
if I just ci, the file is removed, as expected.  Same behavior from within EMACS, or from the dos prompt.  I don't know how you would do file ci/co using the gui explorer
