You're right, I just tried to do it again with 1.13.90, and I don't see the
bug anymore. I must've done something wrong when testing for this bug.
Sorry for the false alarm.
When extracting, I get the following warnings:
$ tar-1.13.90/src/tar xvfG test-1.tar
test/
test/dir/
tar-1.13.90/src/tar: test/dir: implausibly old time stamp 1969-12-31
18:00:00
tar-1.13.90/src/tar: test: implausibly old time stamp 1969-12-31 18:00:00
$ tar-1.13.90/src/tar xvfG test-2.tar
test/
tar-1.13.90/src/tar: Deleting `test/dir'
tar-1.13.90/src/tar: test: implausibly old time stamp 1969-12-31 18:00:00
The timestamps in the directores in the tar archives are correct, so I'm not
sure what's causing these messages.

Odd; that fix was installed into GNU tar on 2003-07-05, so I'm
surprised that you found the need for it in 1.13.90. Can you
double-check your copy of 1.13.90?
