No, I do not (yet).

Please send me the file tar-1.15.1/tests/testsuite.log, so that I
could investigate it.

This is determined by --prefix and --bindir options to configure. To
install tar binary into /bin and the rest of files under /usr (as
most GNU/Linux installations do), configure tar as follows:
./configure --prefix=/usr --bindir=/bin
You may also wish to read files INSTALL and README to familiarize
yourself with the configure options.
