[Bug-tar] [GNU tar 1.16.1] testsuite: 6 failed

Test 6 fails on cygwin, where it is impossible to have \n in filenames
unless you use a managed mount point.  The test should be updated to SKIP
rather than FAIL if the non-portable file name cannot be used on a given
platform.
