OK, please try the following version:

It implements the idea described in my previous letter. The options are
named --exclude-cache, --exclude-cache-under, --exclude-cache-all (and
similarly for --exclude-tag* family). They are described in the docs,
section `Excluding Some Files'.
Any feedback is welcome.
