[Bug-tar] [tar-1.24] summary of test failures

The builds, installations, and test of tar-1.24 in my test lab with
about 25 flavors of Unix on all of the common CPU architectures were
generally successful, but a few machines report test failures, and
because some of the same tests fail on multiple platforms, it calls
into question whether a few of the tests themselves might be faulty.

Here is a summary (complete build logs are available from me privately
on offline request):

A similar build with cc on that system passed all tests, as did builds on
Solaris 10 AMD64 and SPARC with both Sun cc and c99.
