    Perhaps `makeinfo' should be changed to make the title bigger?  

Personally I think it's dumb that html browsers render <h5> smaller than
text (assuming that's what you're noticing).  What can possibly be the
point of that, when would anyone ever want a heading small than text?
Of course it's probably an unchangeable international standard by now :(.

Anyway, I can change it to keep it to h4 at the smallest.  Maybe even
keeping it to h3 would be better.

    I am not sure.  How do you change a private copy of the `makeinfo'
    sources?

I don't understand?

    More to the point, what do I write into the Texinfo source file to
    change something like this for HTML?  

There is no way.  texi2html has some ways of changing the HTML output
for various Texinfo constructs, but makeinfo doesn't.  I have grandiose
future plans, but nothing on the immediate horizon.
