I like this.

The previous code implemented the rule that the space below each heading
(of a certain type) should be fixed.  I think this rule is important.
So I'd suggest that the space below is half of the _normal_size_ of the
space above.  (Patch: texinfo-seckern.patch )

In case you wouldn't agree at this point, please look at the other patch
attached to this mail, texinfo-secglue.patch .  It adds and deletes some
\nobreak's
