Using texinfo CVS in real world?

This might be an automake problem, but I'm not sure.

I'm using texinfo from CVS in libidn (for, e.g., @ordf{}) but
naturally users doesn't have texinfo CVS installed, so they get:

./libidn.texi:1276: Unknown command `ordf'.
./libidn.texi:1276: Misplaced {.
./libidn.texi:1276: Misplaced }.
makeinfo: Removing output file `./libidn.info' due to errors; use --force to 
preserve.
*** Error code 1

The thing is that libidn.info (and libidn.ps, etc) are included in the
archive, so users doesn't really have to call makeinfo.

Is there a nice idiom to make that happen?

That is, to consider 'makeinfo' a maintainer-only tool, similar to
aclocal or autoconf, so that 'makeinfo' isn't invoked on users'
systems, even if the user happen to have an (old version of)
'makeinfo' installed.
