Thanks.  There's still a small problem if @sub happens to be at the
end of line in the Texinfo source, e.g.

============================================================
@rmacro sub {arg}
@html
<sub>\arg\</sub>
@end html
@end rmacro

Let 1 <= j <= n be the largest number such that 
there exists an i where 1 <= i <= m and address@hidden
is a direct superclass of address@hidden; address@hidden is
placed next.
============================================================

gives:

============================================================
<p>Let 1 &lt;= j &lt;= n be the largest number such that
there exists an i where 1 &lt;= i &lt;= m and N<sub>i</sub>

   <p>is a direct superclass of C<sub>j</sub>; N<sub>i</sub> is
