It is intentional, not just a typo, although I agree that it is weird.
It originated with rms, I believe (although I'm not sure, it's been many
years).  I've thought about it several times but always decided not to
bring it up.  The reason is that there is also COPYING.LIB, and it's
inconvenient for the plural to depend on whether LGPL code is involved.

It's also not exactly incorrect, since there are dozens of files named
COPYING, after all (all the same), in various places throughout any
system and on the net.

Just one of those imperfect things.
