texinfo 4.12 and 4.13 don't run on Solaris 10

This is the behavior I see under Solaris 10 with recent texinfo and 
the many recent Solaris 10 /bin/sh patches applied:

% /usr/local/bin/texi2dvi --version
/usr/local/bin/texi2dvi: local: not found
texi2dvi (GNU Texinfo 4.13) 1.135
