The URL comes from the htmlxref.cnf file, under util/ in the Texinfo
distribution and installed as /usr/share/texinfo/htmlxref.cnf or
similar. I guess that the following change is needed:
Index: htmlxref.cnf
===================================================================
--- htmlxref.cnf (revision 7981)
+++ htmlxref.cnf (working copy)

# associated, and thus gnu.org/manual can't include them.
# shorten references to manuals on www.gnu.org.
-G = http://www.gnu.org
+G = https://www.gnu.org
GS = ${G}/software
3dldf mono ${GS}/3dldf/manual/user_ref/3DLDF.html
I'll make this change and upload the new file.
