[VCDImager Bugs/Devel] Bug / undocumented feature ?

Tried to create a SVCD using DVD2SVCD package
all went well unit VCD creation

got odd error about not finding .xml-file from both
VCDimager and VCDXbuild
neither could I run the command from a "c:\>" prompt

after some debugging ( thanks SysInternals ) i found that
I had used a directory c:\tmp\rip... to put the files in , and I also
had a environment varable called
TMP = c:\temp , and VCDimager looked for files in
c:\TEMP\rip...

Odd behavior ?
