Fixed, thanks to Bruno Haible who put a lot of work in on it.

I tested 2603 with the updated gnulib modules and everything looks ok.

Fixed thanks to LRN <address@hidden> and Bruno Haible <address@hidden>.

mswindows needs it to make sure the socket stays in blocking mode.
