Subject: [Bug-wget] Improve verbose output when Server does not honour Range Headers

As pointed out by Bug #38281[1], the verbose output of Wget should clearly
inform the user that the Range Header was ignored and Wget will re-download
the complete file.

This patch checks if wget had requested a Range through hs->restval and if
the response statcode is 200 OK instead of 206 Partial Content, it prints
to screen a message regarding the same.
