Hey, Tim.  Thanks for the implied suggestion---I tried altering the TMP and 
TEMP environment variables for my user profile which had been pointing to 
C:\Documents and Settings\andrew.ROAMER\Local Settings\Temp.  I rest them both 
to c:\temp, rebooted and viola! success.  Not sure whether it was the spaces or 
the dot.  At least you have a workaround for now. 

And to think I was getting ready to blame Microsoft---can't imagine how I would 
have come to that ready conclusion so quickly ;-)

Heh.  I guess I will have to give up and change the WinBoard installer
back to exactly the way it worked for 4.2.6.  I'm still baffled what it
is that trips up InstallShield with the 4.2.7a version.  There was a
problem with 4.2.7 when your TEMP directory had a space in its name, but
4.2.7a appeared to fix that when I tested it.  Unfortunately I only had
a chance to test on Windows 98.
