[Bug-xnee] [Xnee] Proposed upgrade of the home page

Hello,

I am a member of the gnu.org French translation team [0], and also try
to update obsolete features in web pages to make future style
improvement easier. The home page of Xnee [1] has the old kind of
translation list at the bottom of the page, with a wrong link to
boilerplate.html. I propose to upgrade it to the latest boilerplate [2];
this would give the opportunity to finish up conversion to XHTML.

A diff is attached.
