This should be true. The HLA 1.3 interface specification supports APIs in CORBA
IDL, C++, Ada, and Java. Taken from this paper

AFAIK there was neither an extension for HLA 1516-2000 nor for HLA 1516-2010.

The Pitch RTI Evolved provides in actual version 4.5 bindings for
C++ Windows using MS Visual C++
C++ Linux and Mac OS X using GCC
Java for Windows, Linux and Mac OS X
