Hi!
I'm not sure - but the reason that this procedure was in chicken.h was
the requirement on CoreFoundation on MacOS. By moving the code into
runtime.c, it seems to me that this dependency is now permanent and
must be respected everywhere when compiled code is linked, even if
C_PRIVATE_REPOSITORY is not defined.
