[Chicken-users] csc and -l option under Windows

Hi,

It seems to me that there is a small bug in csc.scm, when using the
"-l" option under Windows. The offset for extracting the library name
is 1 instead of 2, resulting in "l" from the option being included as
the first character in the file name.
