I had a similar problem, and I sent in a patch for it about a month ago which should fix this bug.  I get:

#>  (define-values (i o) (tcp-connect "" 12345))

Error: (tcp-connect) can not create socket - No route to host

Are you running a recent version?  The patch is in the latest snapshot, and of course the darcs repository, but not in 2.0.
