BTW MinGW is working as perfect as normal GCC.
At present. We had a rough road for awhile there, because MinGW doesn't have as large a support library as Cygwin. I fully expect every new Chicken release to break on MinGW. That's why I've stepped forward as a buildmaster.

What installing do you mean? Download MingW-XXX.exe, MSYS-XXX.exe. Press "Next"
button several times. If you want the latest version of gcc untar it on top of your
installation :)
The MinGW guys are also working on proper packaging. Several months ago it was terribly bugged, however. I made noise about it, and people concluded that the alpha quality packaging mechanism was harming MinGW's reputation. So they took it down. Or rather, they moved it to the "Proposed" section, where it should have been in the 1st place. It is called MinGW 5.0.0.
