[cp-patches] [RFC] clarify sense of --enable-Werror configure option

Hi all.

I previously found the -enable-Werror option a little confusing in how
it described the default to the user and a little inconsistent in the
check.

I found the attached patch helped for me. It is not intended to change
the default or override settings, just clarify the text and make the
check consistent.

Do others agree?
